SPECIALIST BUNKER INVESTIGATIONS SINCE 1987
221B Bunker Investigations
Targeted investigations for serious bunker discrepancies, suspected concealed quantities and unexplained vessel performance.
A 221B investigation is undertaken when the declared bunker figures do not correspond with the vessel’s actual condition, operational history or physical arrangements.
IMI combines decades of practical bunker experience with specialised investigative tools and procedures developed through thousands of vessel attendances.
Our surveyors are highly experienced Greek former Chief Engineers and Masters. Their first-hand knowledge of vessel operations enables them to recognise irregularities that may remain unnoticed during a conventional bunker survey.
THE BUNKER DETECTIVES
When the declared figures do not make sense
221B investigations focus on serious bunker discrepancies, suspected concealed quantities and indications that the reported figures may not reflect the actual quantities physically remaining on board.
The investigation is planned around the vessel’s design, machinery, tank arrangements, reported consumption, previous performance and the circumstances that gave rise to the suspicion.
Our objective is to establish the facts independently and provide the client with clear, evidence-based findings suitable for commercial, operational or legal consideration.
Concealed and Undeclared Quantities
Investigation of hidden bunker quantities, undeclared tanks, unusual tank conditions and quantities that are not reflected in the vessel’s declared figures.
Manipulated Measuring Arrangements
Examination of sounding pipes, gauges, capacity tables, measuring equipment and other arrangements that may produce misleading or unreliable readings.
Unexplained Consumption or Performance
Review of reported consumption and vessel performance where the figures are inconsistent with the vessel’s charter-party data, sister vessels, machinery, trading pattern or previous operational history.
WHY IMI
Experience combined with specialised tools
A successful investigation depends on understanding both the vessel and the methods that may be used to conceal or distort bunker quantities.

A TARGETED INVESTIGATION
Designed around the vessel and the suspicion
Every 221B investigation is different. The scope is determined after reviewing the available information and identifying the areas that require closer examination.
We do not rely solely on declared figures or routine readings. Documents, reported consumption, physical arrangements and measuring equipment are cross-checked until a professionally supported conclusion can be reached.
OUR APPROACH
From suspicion to documented findings
Assess
We review the vessel, available records, performance information and the circumstances behind the suspicion.
Focus: Identify the areas requiring investigation
Investigate
The surveyor examines the relevant tanks, measuring arrangements, equipment and supporting documentation.
Focus: Verify the physical and documentary evidence
Document
The client receives a clear report setting out the findings, supporting evidence and relevant observations.
Focus: Provide an evidence-backed conclusion
Worldwide attendance. IMI coordinates specialist investigations according to the vessel’s port, schedule, accessibility and operational requirements.
BUNKER DISCREPANCIES
Discuss a suspected bunker irregularity with IMI Ltd.
Send us the vessel’s details, location and the available information, and our team will advise on the appropriate next step.
